As she starts to ask that everyone hold hands, take notice that Brian is not in that chair and that Brian's plate and utensils are moved closer to Meg. As the shot pans out, Brian is back in that chair.
Continuity mistake: When Peter and Brian are drinking all the beers, Peter picks up a beer. In the next shot it is open and he had no time to remove the cap.

Suddenly, the family couch, that was seen in several shots before, is right up against the wall where the table should be and the house front door is missing. Continuity mistake: After Meg gives Brian a copy of her report on Mayor West, he reacts to it and Peter takes a copy. Suddenly, the couch they are sitting on becomes longer with more space between Peter and Brian. Brian goes from sitting in the middle of one of the cushions to on the crack between two of them. (00:11:44)
Continuity mistake: Lois takes away the box of Fig Newtons from Stewie and sets it on the counter in the kitchen. In the first shot, the open side of the box is facing towards what would be the left if you're facing it from the kitchen, then in the next shot the box is turned around so the open side is facing the right. (00:09:11)
Suggested correction: Quagmire considers the rest of them to be his best friends. He isn't drinking because they can't drink. He is complaining because since his friends can't drink - he won't drink, so he is still pissed.
It's still a plot hole considering Quagmire's age. I think the writers messed up big time.
You make a good point, but it's awkward to be that one person who is drinking while surrounded by people who can't. So, I understand the correction that was submitted above. Because his friends are not drinking, he now feels that he can't.
It's 100% a mistake. Quagmire simply would buy them alcohol the same way Brian did when they realized he could.
