To a Better Place - S13-E2

Question: There seems to be an error. When Alvez and J.J. call Reid about Billy's grandma's house, he says Garcia told them after the grandmother died the city said the house wasn't up to code and they don't think anyone is living there. However, the electricity is on in the house. Would the city allow a house not up to code to keep the electricity on? Plus, since Billy doesn't live there and the only resident died, wouldn't the power be shut off anyways, meaning Billy would have to get the power back on in his name (or at least someone living's name)? But if the power is on, why wouldn't Garcia be able to know this and confirm it's likely someone is living there from the power usage? Also, do cities do anything about houses not up to code to prevent people from living or squatting there?

Question: I have searched everywhere and cannot find the name of the male soloist in the opening scene who wears a white shirt and opens the back of the truck. What is it, please?

Question: How does Connie have authority over the control room? Yardmasters are not in charge there. Yardmasters only have authority over the yards they are assigned to manage. A railroad employee higher ranked than a yardmaster is in charge of the control room. I don't know what his job is called. So how is Connie giving orders to the people in the control room when she wouldn't any have authority over them?

Question: When they bust Nicky why would the police offer him a deal to turn in a fall guy like Crunch who they can only put away for 7 years, and not just take him for the 20 years?

Question: How does the FBI get The List? It's unlikely that Tommy and Rosie gave it to them, so where did they get it?

Question: Why is Annie's picture different from when she was using a black crayon in a circular motion, obviously for the big stone to go through the neighbor's window it's not there anymore when her dad picks up the picture and shows her sister.

Question: I'm a bit confused by the end to the whole 'Ian Doyle saga'. Namely I'm confused by Chloe Donaghy's motives. I get that she wanted to sell Declan to an enemy of Doyle for money and flee the country, but why did she stay with Lachlan McDermott? Why did they get on the plane together instead of going there separate ways? Did she want to see Doyle suffer at the hands of McDermott? And why did McDermott want to flee the country if he wanted to hurt Doyle? Did he not know Doyle was in federal custody?
