However, the way the metal on the clasp was bent, the only way the wooden plank could've been positioned that way is if the metal was over his shoulder.

Continuity mistake: When Peter, Joe, Cleveland and Quagmire are in jail, Peter is the only one of them with a inmate number on his outfit. It's the same with the other inmates. Some have numbers and some don't.
Answer: Mort is Jewish, and Walt Disney was said to be antisemitic. So it would make sense in a Disney universe all the inhabitants would share his supposed beliefs.
