The medal shown is an LAPD Sharpshooter qualification medal, easily identifiable by the "Los Angeles Police Dept." text on the medal. Answer: Since the palatine bone is a bone that helps form the mouth it has a lot to do with speaking. The shape of it differs a lot depending on your ethnic background. I would guess that they, in the show, meant that the person's bone tells that they were Japanese and that it was "made for the purpose of speaking Japanese." That's what I'd assume anyway. I've studied molecular biology though, so I'm not an expert on bones.
It's fictitious. Even in 2005. Even in 2025. There is some data that links certain ethnicities to be able to produce different sounds easier/better due to morphology, bone structure, elevation, etc., but no data has shown any 1:1 relationships to any specific group as human groups overlap over time extensively. Certainly, you wouldn't be able to determine their native language due to a small bone formation in the mouth.
