However this episode is set 2 episodes after the Halloween episode, therefore allowing us to assume it is set sometime in November or later. Chandler and Monica got married in May, as stated several times in the show by the cast, therefore they have been married for around 6 months or more, not 2 months. (00:07:00)

Answer: Usually by the seventh night of Hanukkah you don't know what to get the other person, and you will probably resort to getting the other person something insignificant. Chandler is basically saying that the pen is a stupid gift.
