I'd Rather Twitch Than Fight - S3-E10
Question: Darren was angry at Samantha for getting rid of his favorite coat so, why was he even angrier when he got it back?
Answer: Larry had been telling Darrin what it means psychologically that Samantha gave the coat away. Larry said giving it away meant she's happy being married but if she liked the coat it means she desires to be single and carefree. So when Darrin sees the coat, he immediately thinks Samantha doesn't want to be married and the fact that she twitched it means (in his mind) she wants to be a single, carefree witch again.
Answer: I haven't seen the episode, but generally in the show, Darrin was always suspicious that Samantha always used some kind of witchcraft for any situation (even if she didn't). He probably figured the same thing with the coat while in her possession.
You should watch the episodes in question before giving an answer so you know what you're talking about.
Question: Is it ever explained where the kids' other parent is? I remember Carol saying she and Frank both came from failed marriages, which means they weren't widows.
Answer: I could be mistaken, but when the series debuted, its premise was something along the lines of "A divorced contractor and a widowed beautician impulsively marry." If that is true, then the Foster children's father is dead. As for Frank, it could be that his wife was an unfit mother and is therefore not in her children's lives. Perhaps the writers felt addressing these issues would lead to more questions, or at the least require characters to bring up the unseen parents more in conversation, so perhaps they felt it was just better to never talk about them at all and let any discussions about them remain off-screen.

Question: How did Inspector Fowler get robbed of his wallet? There was nobody near him at the station that could have done it. He did bump into Constable Goody to demonstrate pickpocketing but Kevin would never do such a thing.
Answer: Inspector Grim later told Inspector Fowler that "a credit card belonging to you has been used to hire a car which was subsequently deployed in a drug deal", which implies the cards were taken prior to the morning briefing. As Fowler had been out before work to buy a present for the Queen, it's plausible he lost his card (s) then.
