Batman Returns is the follow-up to the original by Tim Burton, where the Caped Crusader fights both the hideous Penguin and his awful circus minions as well as the feral feline Catwoman, who's armed with claws, kicks and a whip. Again, the gloomy city is decimated further, and the body count is greater. Darker and stranger.

Trivia: The shot where the monkey walks down the stairs to give The Penguin the letter from Batman took many shoots to complete, because Danny DeVito's makeup frightened it. According to one interview DeVito gave with Jonathan Ross, on the first take, the monkey even tried to bite him... right on the groin. Thankfully his padded suit prevented any bodily damage.
Answer: Nothing was stopping them. After Penguin's true nature was revealed, they most likely started searching the entire sewer system but couldn't find where his lair actually was so they had no choice but to give up.
