Continuity mistake: When the Horsemen are exposing Owen Case at the OCTA party, as Lula says "He's mocked your privacy. He scorned it", she is standing facing the audience and is mostly covered in stage light. The shot then cuts to Daniel talking, and Lula, visible to the right of shot, is now standing facing Daniel and only half covered in stage light. (00:22:40)
Continuity mistake: When the Horsemen are onstage at the OCTA party, Dylan opens his iPad and notices a tarot card on it. In the close-up shot, when the tarot card is first shown, it can be seen slightly passing over the edges of the iPad, but in the shot previously, Dylan is opening the iPad, but the tarot card is nowhere in sight. It would have been visible even from the camera angle that was shown. (00:22:45)

Continuity mistake: When Walter begins hijacking the Horsemen at the OCTA launch, Dylan says "let's go to the back", and the FBI director tells him to stay here. There is a bald FBI agent standing in front of him to the right, but in the next shot, the FBI agent is suddenly behind him. (00:24:15)
Continuity mistake: Jack is shown wearing a security guard uniform throughout the entire infiltration of the launch party. When the party has been intercepted and Jack is exposed to everyone, he is still shown wearing the security guard uniform, but when the Horsemen are on the roof minutes later, Jack is suddenly back to wearing his leather jacket and T-shirt. Even if this is needed for the story and some time had passed between scenes for him to change, Jack was being chased by the FBI and was in a hurry to escape the building, so he would not have had anytime to change back, nor would he have risked wasting any time changing his clothes anyway. (00:24:35 - 00:25:30)
Continuity mistake: When Dylan is exposed as the fifth Horseman, Cowan grabs him with both of his hands against Dylan's arms and pushes him up against a wall, before proceeding to handcuff him. A few minutes later, when this same scene is shown on a news broadcast, Cowan is shown putting his left hand on Dylan's bag just as he is pushed against the wall, which wasn't shown the first time. (00:25:05 - 00:29:20)
Continuity mistake: Just after Cowan handcuffs Dylan, he pulls Dylan back so that he can face Natalie. When he does this, he places his hands on the side of Dylan's shoulders. The shot cuts to focus on Natalie, and Cowan doesn't move his hands, but when the shot cuts back, his hands are on top of Dylan's shoulders. (00:25:10)

Continuity mistake: When the Horsemen are escaping the OCTA party, Merritt starts accusing Daniel of being the lead Horseman and removes the microphone headset he is wearing. The shot then cuts to an angle behind Merritt, and the microphone headset is suddenly back on his head. (00:25:40)
Continuity mistake: When the Horsemen land in the Chinese restaurant, they land in baskets and Merritt is shown with his legs inside the basket once he lands. In the next shot, his legs are suddenly sticking out of the basket. (00:26:08)
Continuity mistake: When the Horsemen land inside the baskets in the Chinese restaurant, in the shot focusing on Merritt, Daniel is seen beginning to stand up, but in the next shot, he is suddenly lying back in the basket. (00:26:10)

Continuity mistake: When Merritt is explaining to Daniel, Jack and Lula that they are in China, he starts saying "I think where we are right now, they don't refer to it as Chinese food." In this shot, he is standing beside Lula, maybe a few inches ahead of her, but in the next shot, Merritt is suddenly a couple more feet ahead of her. (00:27:20)
Continuity mistake: When Chase tells the bodyguards to remove the Horsemen from the restaurant, he says, "I'm not gonna let you guys yuck my yum," and turns his head downwards to the left while shooing them. In the next shot, he is standing upright again and his head is facing them directly. (00:28:35)

Continuity mistake: After arriving at the Macau casino, Chase starts teasing Merritt and Merritt then gives Chase the finger by rubbing his eyes with his middle finger. Merritt then begins to lower his arms, but in the next shot, his arms are suddenly by his side. (00:33:10)
Continuity mistake: When the Horsemen first see Walter Mabry, he is shown flicking a card between hands. Just before the camera cuts to a closer shot of him, he is seen with his head facing the window, but when the camera cuts to the closer shot, he is suddenly looking at the card. (00:34:15)
Continuity mistake: When Walter tells the Horsemen to follow him, he turns to the left and begins to walk away. When he realises they aren't following him, he turns his head around to face them, while his body remains turned away from them. In the next shot, when he says "Follow me" again, he is facing them directly. Then in the shot after that, he turns away from them, with his head turned towards them. (00:35:28)
Continuity mistake: When Walter is explaining his plan, after telling Merritt they may not be having fun but he is, Walter begins to walk away from the Horsemen, but in the next shot, is suddenly standing several meters from them. (00:36:30)
Continuity mistake: When Walter tells the Horsemen that the tube they were meant to jump down was twenty meters to their right, he tells them to sit down. When he is telling them to sit down, his right arm is still and motionless. When the shot cuts, his right arm is moving back and forth. (00:36:40)

Continuity mistake: When Walter Mabry is explaining how the Horsemen ended up in Macau he walks over to sit on the couch to show the slideshow of the plane trip. As he walks over, Atlas is not on the same couch as the other Horsemen, but when Walter goes to sit down he squeezes between all of the Horsemen with Atlas now on the end of the same couch as everyone else. (00:37:03)

Continuity mistake: When Walter is explaining his relationship with Owen to the Horsemen, Merritt's position changes whenever the shot is on him. He is either sitting on the couch with his arm on the arm rest and leaning forward, sitting with his arm on the arm rest and has his back against the couch or sitting with his back against the couch with his hand in his lap. (00:37:45)
Continuity mistake: When Walter is requesting the Horsemen to steal the computer chip, Merritt is seen with his bow tie untied. Whilst Walter is explaining that the chip is being previewed tomorrow, Merritt has the left side of the bow tie mostly covered up by his jacket, with some of the bow tie sticking out from it. After Walter says they just need to inspect and steal it, the entirety of the left side of the bow tie is now entirely obscured by the jacket. Walter then says back home they are wanted criminals and suddenly, part of the left hand side bow tie is suddenly sticking out from the jacket again. (00:38:45)
Continuity mistake: When Dylan is trying to get into the prison using Cowan's badge, the guard at the desk takes the badge off him to look at it. Part of his little finger can be seen under the bottom of the badge. But in the next shot, the entirety of his little finger is sticking out from under the badge. (00:40:05)

Answer: The only ones who knew the chip was fake were the Horsemen, no one else did. Walter did not know the chip was fake. The plan was to convince Walter that the chip was real so that they could lure him out of hiding with Walter attempting to kidnap and later kill them, and expose Walter to the public in doing so. They told the crowd after exposing Walter about the chip, because while it was a fake, they still had plans with it assuming it was real. If by "alert the FBI", you were referring to when Dylan gave the FBI director the evidence on Walter and Tressler, that was not the chip he gave to her, that was a hard drive containing all of Walter and Tressler's past dealings.
