Kiss the Girls

Cassanova is Det. Nick Ruskin (Cary Elwes), one of the local cops. Dr. William 'Will' Rudolph (who fatally shot LAPD officer Henry Castillo) is his partner in crime...and both having been helping each other kidnap all these girls. Both flee into the forests when Seth Samuel & Dr. Kate McTiernan help Dr. Alex Cross stumble across the duo's hideout. Cross gives chase and fires after them, hitting Will who bleeds to death out in the woods. Nick shows up at Kate's home, where both fight climaxing in Nick starting a gas leak then trying to ignight it with a lighter. Only for Cross to show up, his reasoning with Nick falls on deaf ears who carries on sparking his lighter. But Cross can't fire without the muzzle flare from his gun detonating the gas...so he cleverly fires through a carton of milk...into Nick's chest.

Answer: Shooting out of the tires on a fleeing vehicle is not a viable, realistic strategy. It is a movie cliche akin to shooting out a padlock or saving a hanging man by shooting the rope. It is not something people do in real life and it is therefore realistic that Morgan Freeman wouldn't attempt to do so in this film.
