Continuity mistake: As Captain America arrives in his car at the airport car park, he stops right next to the line dividing the spots. In the following shot, when he steps out, the car is further away from the line, more towards the center of the spot. (01:26:50)

Continuity mistake: In the first Avengers briefing with the Secretary, the shot has Tony Stark sitting in the back with a wedding ring on. The shot changes to another view and Tony is sitting in the same location, but is no longer wearing a wedding ring. This continues many times within the scene.

Continuity mistake: When the winter soldier is getting away from the police in Bucharest he jumps to the next building and the sun is shining directly onto the ground. When he lands the sun has suddenly shifted and the shadow of the other building is visible. (00:47:11)

Revealing mistake: During the face-off between Bucky, Captain America and Iron Man at the end of the film the fake snow is seen stuck to the actors after they fall down. It remains throughout the scene rather than melting as real snow would.

Continuity mistake: After Falcon's drone shoots the man with the vial, it begins to fall to the ground and Black Widow catches it. In the close-up shot, the lid is in the palm of her hand, but when she gets up the vial has turned around, with the lid now above her hand. (00:11:00)

Casual Person

Factual error: Shortly before the EMP bomb is activated, the crate containing it is shown. "Diese Seite Oben" is painted on the box, which is a bad translation of "This side up." In Germany crates only use the word "oben" to indicate the upper side of a box.

Continuity mistake: While Black Widow fights the two bad guys before the drone retrieves the bio hazard capsule, the sun changes between shots.

Continuity mistake: At the end of the film when they are fighting in the chambers, Captain America destroys the right boot thruster. Later, they say it is the left, and the right one is fine. (02:04:15 - 02:05:30)

Continuity mistake: While Cap is fighting Crossbones, the items on the table behind them change between shots.

Continuity mistake: When Steve jumps onto the police truck and breaks the windshield, the glass is slightly cracked, but when Cap takes out the whole windshield it's completely smashed.

Continuity mistake: Near the end of the movie, Rhodes' face is sweaty when he's sitting on the floor of the compound; but when Tony helps him up, the sweat is gone without Rhodes wiping his face.

Continuity mistake: In the opening sequence, the courtyard outside the lab is filled with bodies. Scarlet Witch pulls the gas out of the building and sends it into the sky. We then get a wide shot of the gas and in it the courtyard is completely empty of bodies, including Wanda and Falcon. (00:07:18)

Continuity mistake: While the sink is filling in the interrogation scene, the water is running over his shoulder, however when the camera shifts above, the faucet is not close enough to have water running over him. (00:25:00 - 00:27:00)

Continuity mistake: The end of the movie shows the jailed Avengers with their wounds still visible, while the others at the Avengers compound are mostly healed, including Rhodes.

Chosen answer: Because the U.N. has been preparing to pass the Sokovia Accords and they want to oversee the Avengers. A week earlier, the Avengers would not have had to seek permission to find the other Winter Soldiers (or wait while the oversight committee makes a decision). As a result of the U.N. Sanctions, Captain America and Sam Wilson have to go rogue in order to find the other soldiers. (Their actions of going rogue result in Iron Man and his team in hunting the rogue Avengers down, creating a "civil war").
