Teenage Mutant Ninja Turtles II: The Secret of the Ooze

The Turtles are thrown into a night club by Tokka and Rahzar. (This is one of the corniest scenes in movie history) At the club, close to a hundred people watch them fight as Vanilla Ice performs a VERY corny song called 'Ninja Rap'. The Turtles find a way to turn Tokka and Rahzar back into their true form. After they do, the Foot and Tatsu rush the club and are beaten. Shredder comes in and Michelangelo & Donatello blow him out of the club by using a very loud sound system. When they go outside, Shredder has drank the last of the ooze and turns into a huge Super Shredder. He causes the dock to collapse and drowns. The Turtles get home and are punished by Splinter for lying about being seen by the public.

Continuity mistake: When the Turtles first arrive on screen behind Keno, they leap over the boy to attack the thieves. Their order from left to right when they walk up is Mikey, Leo, Donny, then Raph. The very next shot shows them in the air, and the order is now Mikey, Donny, Leo, then Raph. Donny and Leo switched places between shots. (00:03:35)

Question: It's revealed that the ooze came from TGRI but, what were they planning on originally doing with it before they decided to dispose of it?

Answer: If you pay attention to the professor's explanation (starting at 0:55:55) he says "An unknown mixture of discarded chemicals was accidentally exposed to a series of radiated waves and the resulting ooze was found to have remarkable but dangerous mutanagenic properties... on our way to bury them a near collision caused us to lose one of the canisters down a sewer 15 years ago." Basically, "we had an accident and the results were dangerous and unpredictable, so we immediately went to dispose of it all." So there actually were no plans for what to do with it at all.
