The second hand is just striking the 9 o'clock position when Sung asks Normal if he is "not a man to be taken lightly". It's still at that mark when the camera comes back to Sung almost fifteen seconds later. Later when Sung tells Normal about the parking tickets, the second hand skips from 12 o'clock to the 5.
