The explanation given is that he was working as a manual laborer in the garment industry when in 1962 "Special order for a dress in new Dr. Manhattan spin-off fabric. Viscous fluids between two layers of latex, heat and pressure sensitive." The girl who ordered it thought the dress was ugly and never picked it up. Rorschach used the material to make his mask.
