And anyway in the scene that ties Tina up at the club you can see Dorian with the mask and Garrett Sato together! Which means that either they used a special effect to see them both together but in fact there is only one player or it's all that's fake news. Waiting for an answer. Thanks.
Chosen answer: It's the same actor (Peter Greene) in the Mask as out of it. While there's a listing for a character called "The Figure", played by Robert O'Reilly, that appears to be from an online version of the script that includes a sequence that was cut from the finished film.
