If it was such an important scroll to the village, shouldn't it have been more protected? Also, if Naruto was able to take it with ease, couldn't Mizuki have easily gotten it himself?
Correction: Mizuki was very sadistic. He often abused others mentally. He wanted to manipulate Naruto in order to relish in his misery.
