Correction: If it counts, the Batman comics themselves have tackled this very subject in at least two graphic novels ("The Long Halloween" and "The Legend of the Dark Knight"). Kids regularly drop by Wayne Manor specifically because it's an ideal Halloween locale (being a huge, ominous house in the middle of the woods). Eventually, Alfred starts the tradition of handing out candy since the kids are already visiting, and it's good publicity for Bruce.
Correction: Rich people give out good candy. People drive their kids to better neighborhoods to get better candy.
