Howling IV: The Original Nightmare (1988)

Everyone in the town of Drago is a werewolf, and Marie's husband, Richard also becomes one after being bitten. Marie and the only other survivor, Janice flee to the town's belltower, and realize that the only way to save themselves is to lure the werewolves into the tower and set it alight, as per an ancient legend. Janice rings the bell, attracting the wolves, while Marie detonates a dynamite truck in front of the tower, seemingly killing the wolves and Janice. Marie sees the burned remains of Richard in the inferno, and the film ends on a freeze-frame as a surviving werewolf lunges at her from the flames.
