Continuity mistake: After Batman and Robin fight off the fake thieves, when Penguin threatens the Dynamic Duo with jail time for aggravated assault and malicious property damage, in his closeup Penguin holds the megaphone in his left hand and his cigarette is in his right hand, but in the next wide shot those items have switched hands. Answer: There wasn't one singular city used. It was shot in and around various locations in California, plus on a lot of sets and backlots. Ex. Some scenes were shot in LA, some in Pasadena, some in Santa Barbara, etc.
