Question: Before Maitland shot Axel in the arm, he didn't even know that he was there. Why didn't Maitland take a few more seconds to line up a head shot and kill Axel?

Answer: This could be a character mistake, but it's really about movie plotting. Otherwise, what would happen if Axel was killed? That would be the end of the movie.

Question: When Axel and Jenny are investigating Maitland's warehouse, and they find the cocaine buried under the coffee, then they're caught by Maitland's men. Why don't they just shoot and kill Axel and Jenny right away?

Answer: He was surrounded; Axel didn't want Jenny to get killed in the crossfire. Plus, they wanted to interrogate him and find out how much he knew and if he told the LAPD.

Answer: It's mostly about plotting. Killing Axel, the main character, would end the movie. Plots are constructed to tell their story to its ending, however illogical it occasionally might be.
