Mike is the killer, he wanted revenge on cop Samantha because she got his boyfriend Leon killed due to her cowardice. He set up the slaughter spree to pin the blame on Vietnam Vet Hawk and make it look like he had a psychotic breakdown and had thus gone on a murderous rampage.Sam shoots him with a makeshift crowsbow bolt straight into his throat.
