"Neecha" is, in fact, "Nietzsche", as in Friedrich Nietzsche, a nineteenth century German philosopher. So the line's suggesting that Nietzsche was a heavy drinker - that there was nothing that he didn't know about it.

I looked up the series on the internet and can't find any episode described this way. Maybe this was a B story of an episode?
