Continuity mistake: Vyv has a beer when he enters the 'party', but when he starts doing exercises in a vain attempt to impress the girls, it's gone. He had no time to throw it away.

Continuity mistake: When Rick closes the window after putting out the fire, there is a small fire behind his bed that hasn't been put out. Vyvyan then walks into the room and the fire behind his bed is suddenly out. Also, the bottom of the curtain next to the bed suddenly moves onto the windowsill in between the two shots. Chosen answer: It wasn't referring to anything real, just that the government's bureaucratic naming, The Guardian's mangled spelling or Rick's bad pronounciation resulted in the unlikely word "Footumch" being spoken.
