Plot hole: Mayor Brady told the Sheriff, "We're a tight-knit community with a resistance against change and outsiders, and you're both..." It sounds as though the Mayor deliberately hired the Sheriff ("which is why we brought you in"), but Sheriffs in North Carolina are elected officials. Justin would have had to get his name on the ballot and the community members (who didn't like outsiders) would have had to vote him in (wanting change), believing this outsider was the best person for the position.
