Corrected entry: At the beginning, the missile silo launch officers are changing shifts. Both of the officers going off duty exit the control room before either of the two relieving officers enter, thus leaving the watch stations completely unmanned for ten seconds or more, not very likely for a strategic nuclear military facility.
