Suggested correction: Sub Zero grabs the razor wire as he is going down. When he falls, his hands and fingers are caught in the razor wire. I always assumed he lost his fingers, but at the very least, he severely injured his hands. Either way, the blood coming from the gloves is because of the hand and/or finger injury he sustained. Yes, his neck also does get cut, but the blood we see is from his hand injury.
