Factual error: When, the LAPD "Air One" helicopter contacts Long Beach Tower for permission to proceed over the airfield in pursuit of Eleanor, he is denied clearance. I am a pilot myself. Whether or not they were the LAPD, they had already violated Class "C" airspace in their pursuit. Any inbound aircraft, fixed wing or rotor, must contact approach within a three to five mile radius of the airfield. This chopper is less than half a mile from the active runway when it asks for clearance. Even if it was a national security issue, only the Secret Service could override ATC.
