Although Meanwhile City seems to be real, Jonathan Preest is only interacting with it due to be delusional. Infact Preest is a pseudome alter ego of escaped military mental patient, David Esser ex-soldier son of Peter Esser. Blaming his father for his younger sister's death. David/Preest sees him as his assasination target, The Indvidual. However Emilia foils his intended patracide leaving him to blow himself up.
