The edge of her hair has been cut off to make it appear as if it has been obscured by Homer's arm, but since the hair can be seen passing over Homer's arm, then this is an animation mistake.

In the overview shot, the church is directly behind Barney. In the following shot that shows Barney hitting the dome, the background has changed completely. The church is no longer there and two houses have suddenly appeared.
