Lupin disrupts the wedding of the evil count and Clarisse... he's in disguise as the clergyman. Inspector Zenigata reveals to the whole word, live on television, the secret room where all the counterfeit money is printed. There's a chase which leads to the clock tower and the count gains the upper hand and has Clarisse held hostage. Lupin is forced to reveal the secret of the two rings and tells the count that he has to place the two rings inside the figure of the goat that's on the clock tower and that will reveal the great treasure. The count places the two rings and is crushed by the giant clock hands and the tower begins to collapse and the water that surrounds the city is drained. The great treasure is a Roman city that's been underwater for many years. Lupin says good-bye to Clarisse and leaves with Jigen and Goemon. Fujiko catches up and says she stole some of the equipment to make counterfeit money and then speeds away. The final scene is Lupin, Jigen and Goemon fleeing from Inspector Zenigata and the police...
