Johnny predicts a fire at the restaurant and his warnings and those of the sheriff go unheeded. However, everyone seems to just shrug and walk off and leave the restaurant to its fate. Given the response of the sheriff to Johnny's predictions in the past, even if the owner of the restaurant wouldn't close down they still could have had officers at the restaurant. The prediction said the "doors would jam" and so an officer there could help break them down. Or even better, maybe have the fire department on standby. [There would be no way for the sheriff to legally keep officers at the restaurant. No crime has been commited. And while the sheriff might believe Johnny, the danger isn't one he can rationally justify to the restaurant owners.]
