When he does there is an overhead shot showing that a lot of chairs are empty and that there is no group of people sat together but as the camera changes, the gaps have gone and seats are filled. Answer: Mort is Jewish, and Walt Disney was said to be antisemitic. So it would make sense in a Disney universe all the inhabitants would share his supposed beliefs.
