Frank Perry never managed to escape the prison, due to being fatally stabbed by Rizza, incensed over Perry letting his cell mate James Lacey evade retribution, since Lacey caused Tony's death (Tony and Rizza were of course siblings). There wouldn't have been any point in leaving, since his daughter had died.
