When V.I.N.CENT uses his inbuilt power drill on Maximilian, you can see that the supposed metal hull is plastic, by the dust thrown up by the drilling, and the edge of the bore hole. [Nowhere in the film is it stated that Maximillian is made of metal. It looks like fibreglass or even carbon fibre to me, and they're both reasonable materials to make a robot's body shell out of.]
