When Joe and the rest of the White House staff are checking out the crops, they tell him that they have found Rita. When she asks him what he's doing Joe says that they made him secretary. Rita asks him "Secretary of what?" but he never tells. A couple of seconds later, when they are walking across the field, she asks him something along the lines of "How did you get to be Secretary of Interior", but no one ever told her what he was secretary of. [Rita could easily tell that Joe was the "Secretary of the Interior". If you look closely, people's positions are printed on their shirt sleeves - including Joe.]
