Answer: Yes, everyone can understand and hear him, no one other than other babies and Brian takes him seriously because of the fact that he's a baby. This was stated by Seth MacFarlane.

Continuity mistake: At the end of the episode "You Shook Me", Jackie is talking to a drunk Kitty who is putting mini umbrellas in Jackie's hair. The first shot of her doing this, she puts a green umbrella on the right side of Jackie's head. After Kitty asks for more umbrellas, the shot changes to Jackie which now has a pinkish, red umbrella on the right side and two green ones on the top.

Continuity mistake: At the beginning of the movie, Itchy comes to heaven in a teal colored shirt. When given a halo, he is in a blue shirt (the shirt is for heaven, but not given to him at that moment). When Itchy runs to Charlie right after that, his shirt is teal again. When Charlie tells Itchy he is dead, that's when the shirt changes to blue again (purposely).

Factual error: "IParty with Victorious" is shown after the episode "iOMG". The thing is, anything that happened in "iOMG" never happened in the episode "IParty with Victorious". "IParty with Victorious" should have been shown first, not "iOMG".

Continuity mistake: During the song 'Thomas O'Malley', Thomas jumps on the tree and shakes one of the branches to make the petals fall on top of Duchess. Just before they hit the ground, a whole bunch of petals appear on the ground out of no where and some of the petals that were falling to the ground disappear once they hit the ground.

Continuity mistake: Dumbo's neck collar changes from being all red to red with a yellow stripe on it. For example, when Dumbo is getting ready for take off with the bird, it is just red. After Timothy jumps onto Dumbo's trunk from his hat, it has the yellow stripe again.

Continuity mistake: In the song 'painting to roses red', after Alice sing 'Oh, pardon me, But Mister Three Why must you paint them red?' the three cards say 'Huh? Oh!'. When they say that, The three of clubs card has a three in the bottom right corn with no clubs symbol on top of the three. the three of clubs also has nothing in the top left corner. The Ace and 2 of clubs have nothing in both of there corner. A few slides later, the symbols in the corners come back.

Chosen answer: Stewie himself has explained to Brian that of the immediate family, only Brian can always understand him. The others, especially Lois, seem to get a vague impression of how he is feeling but do not hear the words. Most other characters can understand him, whenever it's convenient or needed for the story. A few times his parents can understand him, for comedic purposes.
