Viener voiced Stallone in a season 4 episode. According to IMDb, Alan Shearman played him in this episode.

Question: Near the end, did Diane pretend that she was the killer in order to find out who the killer was, which turned out to be Angela, Peter's boss?
Answer: Diane was always the killer. I don't know why you keep thinking Angela, Peter's boss, was in this episode or the killer. Diane had framed Tom Tucker as the killer, and in the morning, he was arrested. As everyone prepares to leave, Lois deduces Diane was the real killer because she already had her dress for her solo debut on the news. She couldn't have known Tom Tucker was going to be arrested unless she was the one who framed him. It ends with Stewie secretly killing Diane because he's the only one that gets to kill Lois.
And Then There Were Fewer - S9-E1
Question: Near the end, Angela, Peter's boss, states that she killed Muriel after she noticed Angela place Priscilla in Tom's room, which still doesn't explain what happen when Muriel disappeared during a blackout. What happened to her? Because before she casually walks by when she notices Angela.
Answer: Because she pretended to be the killer, in order for her and Stewie to find out who the real killer was, who turns out to be Peter's boss, Angela.
This is incorrect. Angela was not even in the episode. The killer was originally thought to be Tom Tucker until Lois discovered it was Diane at the end of the episode.
Question: Who are all the dictators Peter invites for a pool party in the episode?
Answer: Peter mentions receiving 3 telegrams from Libya, Iraq, and North Korea. At the pool party we see Muammar Gaddafi of Libya, wearing a green beret; Saddam Hussein of Iraq, wearing a red beret; and in the pool Kim il-sung (or possibly Kim Jong-il) of North Korea. Slobodan Milosevic brought the coleslaw. Also, playing Marco Polo in the pool are: Fidel Castro wearing military green cap and smoking a cigar; Yasser Arafat wearing a checkered keffiyeh; Idi Amin wearing a purple hat; Ruhollah Khomeini (or possibly Ali Khamenei) with a grey beard wearing a black turban. Stewie talks to Achmed (wearing mustard gas T-shirt) and calls out to "Manuel" which could refer to Manuel Noriega of Panama, but he's not seen.
Answer: Yes, it was a goof that no-one caught (according to Alex Borstein). And this mistake has already been listed.
Question: Stewie asking "How'd you get all those cuts on your butt?" Is this a joke/reference that went over my head?
Answer: Old people usually have poorly maintained butts for some reason. I work at a hospital, and it's the first place they check for sores.
Answer: He might've been on the show "Stabbed in the Butt", which was in a Family Guy cutaway.
Answer: Old people tend to be wrinkly. Stewie is a baby who doesn't understand that.
Question: When did Quagmire start hating Brian? In earlier seasons it shows Quagmire and Brian getting along fine but, several seasons later, Quagmire now hates Brian.
Answer: Given how succinctly he nails Brian, we can presume that Quagmire has never liked Brian and has only now put it into words.
Answer: It's explained in Season 7 Episode 8 that he hates him for his pompous nature, his liberal attitude, his arrogance towards God believing people, and that he see him as a sad, alcoholic, bore.
That answers the "why" but not really the "when." Brian's personality didn't really change, so when did Quagmire start hating him?
For all we know, Quagmire might have disliked Brian shortly after they first met. Maybe he kept his feelings to himself for a while, due to his friendships with Peter, Lois, Joe, Cleveland, and others who associate with Brian. There are some people who I dislike, but I don't want unnecessary tension among people who we both know.
Maybe always, but he was too polite to say anything for years. Hey I started hating my mother for her arrogant bigoted attitude when I was 18 but didn't say anything for years.

Answer: I don't think it's meant to be anything. To start with, the keypad is 4x4, so too big to be a 0-9 keypad and not big enough for all the English letters. Plus, some of the buttons look like they have letters, some look like shapes, and some are blank.

Question: Why didn't Stewie want a Portuguese person for a babysitter?
Answer: Stewie is referencing the kidnapping of Madeleine McCann who was three years old at the time of her disappearance in 2007. She was taken from her bed, in a holiday apartment, at a resort in Portugal. To date, she still remains missing and the case is remains ongoing.
This episode aired Jul 10, 2005, almost 2 years before the McCann kidnapping.
My mistake. I did not look at when the episode aired. I have no idea then. That answer made the most sense considering the premise of the joke.

Answer: It is not that Brian and Quagmire both hate each other; it is actually just Quagmire who hates Brian, but Brian does not hate Quagmire. Brian tells Peter to move on from Quagmire's pocket dial because confronting him about it may result in him ruining his friendship and cause heartache for everyone involved.

Answer: Everybody Loves Raymond is one of the few TV shows that talks directly to the viewers (such as during the intro) So Meg uses this opportunity to talk to Neil.
Answer: I think because "Everybody Loves Raymond" was a very popular show at the time. There was a good chance of Neil receiving Meg's message.
Question: I've noticed that every time Louis mentions Quagmire's name, she calls him Glen. I don't remember it mentioned anywhere in any of the episodes that his first name is Glen. Does anybody know for sure if this is his first name, and if not, why does Louis call him by that name?
Answer: I have come across this many times with family and friends. It is quite informal calling someone by a nickname or surname and is usually only done by close friends. Maybe Lios would find it impolite to call Glen "Quagmire" as she does not know him as well as Peter does.
Answer: In the episode "Meet The Quagmires" it became apparent that Glen and Lois and Peter all knew each other in high school, even though this contradicted the original meeting of Peter and Quagmire on a navy boat in the flashback of the episode "Death Lives."
Question: When the show makes jokes about scenes from other shows or movies (such as when they show TIE Fighters from Star Wars, which sound just like the ones in the movies), do they have to get some kind of permission to do the scenes or use the sounds?
Answer: Not generally, no. As long as the use isn't too extended, copyrighted material can be used for the purposes of parody. This wouldn't necessarily exclude the makers asking out of courtesy, but there's no legal requirement to do so.
Answer: Star Wars loved their jokes so much early on in the series they gave Family Guy staff exclusive rights to all the sounds so they could make the best parody possible.
Question: When Meg came back home to announce that she's a flag girl Stewie replies by saying "now you can be somewhere else when the boys don't call." I don't get it - can someone please explain it to me?
Answer: There is an old stereotype that people on the flag team, or (at some schools) the "color guard", were not good enough for the cheerleading team. "Losers", "dorks", etc. Meg thinks that joining the flag team has finally made her popular, but Brian and Stewie are aware of the stereotype. Stewie is saying that nothing much has changed; she simply has a new activity, where she will be the same "loser" type.
Question: Why does Quagmire hate Brian all over again after telling him "he's a good man" and giving him a bachelor party?
Answer: Because he's thinking that Brian is not as trash as he first thought. In an earlier episode you can see Quagmire saying everything he hates about Brian, him being scum, trash pretending to be deep, etc. So when he sees Brian not using a girl and being a jerk, but seeming exactly in love and about to marry her he changed his opinion of him.
Question: Brian is noted as not believing in God. How could Brian not believe in God when, in this episode, he has dinner with Jesus who is the son of God?
Answer: Brian was skeptical that Jesus was who he said he was throughout the episode; this even after Jesus performed the "miracles" of turning people's food into hot fudge sundaes and enlarging Lois' breasts. Being atheist, Brian would also probably not believe that Jesus was the son of God; some Biblical scholars question whether or not the "real" Jesus actually claimed to be the son of God.
