I don't think the person who asked this question is referring to Living La Vida Loca. I think the song being referred to is the scene where the Fairy Godmother is singing I Need A Hero whilst Shrek, Donkey and Puss are breaking into the castle, and Puss stops on the way to fight the guards. After Puss gives his kitten eyes and says "En guard", he jumps up, taking his sword out to fight the guards, and heroic Spanish music briefly begins to play in the background. I think it is that small piece of music that plays that is being referred to in the question, not Living La Vida Loca.

However the curse worked in reverse and the fairy godmother told Fiona she was still cursed because she was still an ogre. But it is never stated she put the curse on her.
Answer: My theory is that the fairy godmother turned Fiona into an ogre for her son, Prince Charming, to marry her later on to become king. Harold was a frog when he fell in love with Lillian, so he asked the fairy godmother to turn him into a human.
