Corrected entry: It's obvious Jason means to kill everyone on the ship, except for the few who get off and make it to New York, but when did an entire high school graduation class consist of no more than 15 people?

Trivia: To help promote the movie "Jason Takes Manhattan", Kane Hodder appeared on The Arsenio Hall Show as Jason. He remained in character the whole time and never spoke.
Question: What was with the ending? He melts down to a regular looking boy when in the original he was shown as deformed. I hate this ending, consider it the weakest and worst of the franchise.

Correction: I've known people who graduated first in a class of 10. That happens when you come from a small town like Crystal Lake. The town has very few residents as you can see by watching the movies.
In addition to this answer, there were probably a few students who chose not to go. Some students want to organize their own trips, without any teachers or staff.
