When she asks him what he's doing Joe says that they made him secretary. Rita asks him "Secretary of what?" but he never tells. A couple of seconds later, when they are walking across the field, she asks him something along the lines of "How did you get to be Secretary of Interior", but no one ever told her what he was secretary of.
