They each make a part of Jareth's face- chin, nose/mouth, eyes/forehead and hair. When Jareth appears, he is leaning on one of the rocks, but from that angle, his face is no longer apparent. Continuity: At the start of the film, as Sarah runs across the bridge, there is a curve in the right side of the river bank which is just grass. However when Sarah runs back across the bridge, that area is now filled with bunches of tall white flowers.
