This is a joke from "Airplane" where Leslie Nielsen is the doctor. He says the same line. The reason it is in the movie Scary Movie 3 is because the director of Airplane also directed this. Continuity: When the president is welcoming everybody to the White House and we can see the sign that says "Mother Theresa Community Awards". If you look to the left, you can see an old black couple. In front of them, you can see a white couple. When it cuts to a shot from behind them, you can see the white couple has moved farther to the right.
