Continuity: In the film Jeff Douglas is out to kill the five leading kingpins of "the Hand". After he gets the first three, he goes after the last two who are hiding together. But the two fall out and one (Manter) shoots the other one (Kowalski) dead. Later, when he catches up with Manter, he doesn't kill him but lets him live to face justice (though he does die at the end). After catching Manter, he acts like it is the end of his "quest", yet does not know that Kowalski is already dead, and therefore should be out looking for him, not stopping at Manter's capture.
